THE KEMUNCAK DIFFERENCE
What working with an independent advisor
actually changes
The advantages of engaging Kemuncak Advisory are practical, not aspirational. They flow from a structural position that most advisory firms cannot occupy — and a few have chosen not to.

Structural independence
We are paid by you and report to you. No vendor relationship — past, present or future — influences our findings. This is not a policy position. It is the architecture of the practice.
- No referral fees accepted
- No hospitality from vendors
- Conflict screening on every engagement
Vendor-neutral briefs
A brief we write cannot be traced back to the vocabulary of any particular vendor. That distinction matters: vendor-shaped briefs produce vendor-favoured outcomes, often before the evaluation has begun.
- Written from stakeholder input, not vendor literature
- Precise language that narrows scope deliberately
- Reusable across your shortlist
Malaysian market knowledge
We know which vendors maintain meaningful local support and which route all substantive questions through regional offices. That knowledge shapes the shortlist before the first evaluation session is scheduled.
- Current view of the local vendor landscape
- Knowledge of delivery track records in MY
- Awareness of regulatory and compliance context
Structured evaluation methods
Evaluation sessions we design follow a documented scoring framework. Vendor presentation style does not substitute for meeting the brief. The committee can review the scoring after the fact without relying on impressions.
- Pre-agreed criteria, not post-hoc rationalisation
- Documented, auditable scoring
- Separates scored from qualitative observations
Contract preparation depth
Most organisations enter vendor negotiations under-prepared. The Contract Negotiation Workshop changes that dynamic materially. Teams leave with a written handbook for their specific arrangement, not generic advice.
- Clause-by-clause preparation
- Rehearsal of negotiation conversations
- Written handbook for the specific deal
Proportionate engagements
We do not engineer longer engagements to increase fees. Each of our three arrangements is designed to deliver defined output. Organisations know before they begin what they will receive and what it will cost.
- Fixed-scope, transparent pricing
- No scope expansion without client agreement
- Defined deliverable per engagement
Advisors who have sat on both sides of the table
The Kemuncak team has worked within technology organisations and alongside the clients of those organisations. That dual perspective is not easily acquired. It means we know, with some precision, which vendor commitments are deliverable and which are aspirational language dressed as contractual obligation. We bring that knowledge to every engagement, and it shows most clearly in the questions we know to ask — before the brief is written, during evaluation sessions, and in the contract review.
Our advisors have worked on technology procurement for financial services, healthcare, professional services, and government-linked organisations across Malaysia and the broader Southeast Asian region. Each has a specialism, and engagements are staffed to match the relevant expertise to the relevant procurement.
Methods that produce defensible decisions
A procurement that cannot be explained clearly to an audit committee, a board, or a new Chief Executive is a procurement that will eventually create difficulty. Our methods are designed to produce decisions that can be explained clearly — because the criteria were agreed in advance, the scoring was documented, and the recommendation follows from the evidence rather than from a preference.
This is particularly relevant for government-linked corporations and regulated entities, where procurement decisions are subject to governance review. The evaluation reports we produce are written with that context in mind.
Senior advisor involvement throughout
We do not manage client relationships at a senior level and execute the work through junior staff. Every client engagement has a named advisor who attends stakeholder interviews, designs the evaluation, and writes the final report. The person you speak with at the outset is the person who does the work.
Our engagements are deliberately limited in number at any given time to maintain that standard. We will not take on more work than we can service well.
Fees set against the cost of a poor decision
The fee for a Vendor Brief Conversation is RM 870. A multi-year enterprise software arrangement, poorly scoped, commonly costs that amount in lost productivity within its first month. The cost of our Shortlist and Evaluation Advisory — RM 2,820 — is a modest consideration against a procurement that may commit an organisation to a vendor relationship for five years or more. We set fees with that context in mind.
There are no retainer arrangements, no monthly fees, and no hidden costs. Each engagement is scoped and priced at the outset.

What distinguishes our practice
The clean-hands principle
We will not, in the same or any subsequent engagement, implement a system we have recommended. The advisory and implementation markets are separate, by our deliberate choice.
Written over verbal
Every engagement concludes with a written document. We do not regard an oral presentation as a deliverable. The written record is the work.
Malaysia-specific knowledge base
Our understanding of the technology vendor landscape in Malaysia is current and specific. We do not apply a generic Southeast Asia framework and call it Malaysian market knowledge.
Modular, not monolithic
Clients may engage us at any single stage of a procurement — brief, evaluation, or negotiation — without committing to the whole. Each engagement is complete in itself.
